‘Link the applicable form elements and their label elements together’ means to link the label element with the input element nested inside of it. You do this by adding an id attribute to the input element, and then by adding a for element to the opening tag of the label with the same value.

For example,
<label for="dog">Upload a picture of your dog:<input type="file" id="dog"/></label>
Has linked the element and its label together using the for and id attributes.
