would it be hard to make website bilingual?

not necessarily, but you need to decide which part (texts) of your site needs to be bilingual, as most services who provides these services are not entirely free but usually has a free tier, if that solves your need then all good otherwise you have to re consider your content for your site!!

There are two big problems with translation. Number one, you have to natively know the language you are translating it too. While it is cheap and fairly easy just to use Google Translate, there are bound to be a fair number of inaccuracies. It’s not exactly something that can be trusted.

If you have someone that knows the language helping you translate it , I recommend using the i18n (pronounced internationalization) framework.

If you don’t the best thing you can do is use the lang attribute and mark the page as being in English so people can use Google Translate on your website pages.
