My collapsed navbar hamburger icon wont work Bootstrap4

Hi I am trying to get my haburger icon to expand my navbar when it is collapsed. I can get the nav bar to collapse properly but nothing happens when I click the icon. I have tried arranging jquery and bootstrap scripts in the right order but still cant get anything to work.

Any help would be ver much appreciated, I have been trying to figure it out for hours.

On line number 3 the attribute name must be data-target and not navbar-target ,also you have included JS for bootstrap 3 which is supposed to be bootstrap 4.
