i just signed up and I’m trying to finish my profile. I can not figure out how to change the privacy settings or add my picture. please help. TIA

Where are you trying to change these settings? This forum, or your curriculum account?
Go to https://freecodecamp.org/settings
You can also find your settings in the nav menu second from the top right of the page.
