Radio button required vs optional {HELP}

I have two button:

one is required and one is optional. How can do that pre way only send the form if select required ones? if select optional not send?

When select not required ones also send the form

any idea is well appreciated! i want to make a terms of service to agree so thats why ask this radio buttonif select optional do nothing about form send.
