step 31 in creating registration form is not getting submitted even after doing all the steps correctly

That’s a little confusing… Does that mean that you think it is all correct or that the exercise actually informed you that it was correct?
Also, if all else fails, you can reset to fix any errors and start over.
If you have a question about a specific challenge as it relates to your written code for that challenge and need some help, click the Ask for Help button located on the challenge (it looks like a question mark). This button only appears if you have tried to submit an answer at least three times.
The Ask for Help button will create a new topic with all code you have written and include a link to the challenge also. You will still be able to ask any questions in the post before submitting it to the forum.

Is it much easier for the community to assist you if we can see the code for the current step. I, like you, am working on the Registration Form.

the “a” tag must be nested in " I Accept The Terms And Conditions" after the input like this: I accept the (put your href here inside the opening “a” tag and end the opening “a” tag). continue the statement “terms and conditions” as text between opening and closing “a” tag
Notice how the statement is cut inorder to nest in the "a’ tag.
