Returning Boolean Values from Functions - Am I Wrong?

I have tested my code in the web console and it seems correct. Can anyone please help me understand what I’m doing wrong?

the outer isLess function has a function inside. The inside function is never called. The outer function do not have a return statement.

maybe you do not need two nested functions?
