When you have the technical documentation project open in FCC you should see two buttons above the instructions, one for index.html and one for styles.css. Those toggle the visibility of each associated editor. So click on styles.css to open the editor for the stylesheet and then add your CSS in there.

Also, remember to follow the note at the bottom of the instructions:

Note: Be sure to add <link rel="stylesheet" href="styles.css"> in your HTML to link your stylesheet and apply your CSS”
