I don’t know what your question is: but you forgot this part.

Then add an id attribute with a value of “footer” to the element at the bottom of the page.

just put footer tag at the last.
ex.
and erase the another footer tag as in html page theirs only one footer tag.

Just add name in anchor tad and put id tag in footer.check out this solution

I also had the same problem, I couldn’t set the id to the footer. But this is working to me too( I have no idea why). I cannot get the idea of the id=“footer” and how this is working .

in anchor tag we are giving name as footer(name=“footer”) and we are calling in footer tag by using id(id="footer)

Don’t give a space. I put a space here but I was not able to comment properly.

No need to add seperate name attribute as described by @zain018
Just do following:

Don’t add any footer tag in the middle. Just change the href attribute to #footer and then erase the target. Then go to the end of the page and change the Copyright cat photoshop to this code: <footer id=“footer” < /footer >. That is the solution
