could the fault be from my browser because i did the comment out well, is the way it suppose to be.

No because it just wanted you to uncomment them (remove the comments) but you still had comments.

so please how do i do the uncommenting?

uncomment means removing the comment tags so that the elements show in the page

The <!-- and --> are the opening and closing comment tags
