Why does the two have different results?

I think it’s simply because you can’t specify border radius with the border-width property. Border radius and border width are completely different things and there is nothing built into the border-width property to set border radius as far as I can tell.

The “circleness” of the element depends on border-radius. The second snippet has no border-radius in it, so it remains rectangular.

border-width: 10px 50%; is not a shortcut for

border-width: 10px;
border-radius: 50%;
