In most cases using an svg will be better, something like this can be done in Figma but a lot faster

Thank you! actually the goal was to practice CSS.
may be worth looking into css Pseudo-classes and also sass as those help a lot by reducing lines written in css
with sass, you can do loops , if statements, and other fancy stuff
