Build a Caesar Cipher - Step 15

Tell us what’s happening:

I’ve added .upper() to each argument and concatenated them but I’m still getting an error. Any help would be highly appreciated

the function still expect two arguments

you need to concatenate the uppercase version of the argument to the lowercase version, not the two arguments to each other
