It’s on your portfolio. You can get to your portfolio at freecodecamp.org/yourUserName or just navigate from the learn page:
Update your account settings to make your portfolio public.

There isn’t a download functionality. You can take a screenshot and save that. You can also just share the direct link to the certificate with people.
