I need help debugging, I had all the tests passing except the tooltips. I got one of them working but broke everything else. Please help tell me how I caused this, and how to fix it.

En las lineas 65 y 71 de tu codigo debes cambiar svg por d3.select("svg") con eso se corregira el codigo y ya solo te faltaria superar una prueba que es muy sencilla, intenta resolverla por tu cuenta y si te atoras te doy una pista.
