below mentioned code " ensures the browser tries to meet industry-wide
specifications." what is the meaning of this sentence ?

In the internet it says, that this sentence signifies or tells the page that it is a document type website. I think it kind of tells the website that they are universal type.

Yeah, don’t worry about it. It’s just asserting that this page will be an html page and will comply with that standard. It’s a hold over from the old days when there was more than one standard.
