How to convert PSD to HTML coding ? any steps to design the website looks beautiful ?

Note : Please don’t suggest any third Party Frameworks e.g. bootstrap etc.
I want from scratch How the Designer do the developing the website looks cools

Are you looking to hard code your website or are you hoping to find a tool that takes you psd and translates it into html? (Not sure if you can even do the latter)

This link below gives you quite an informative tutorial on how to do this. But remember, PSD to HTML is a workflow. No quick fixes.
