I cannot tell if the tabs have been pushed at the top of where the Instructions are showing.
In this image, the Instructions and the index.html are active.
You could try clicking on them and see if that helps them appear, if you have not done so, already.

The layout is also saved by the browser, so if you clear all cache and cookies for the site, it should return to the default layout when you reload the page.
You could use an extension like Cookie AutoDelete to only delete the cache/cookies for this specific site.
