I would reset the lesson.

Here are the first part of the instructions.
Nest the existing input element inside a form element

This is the existing input they are talking about.

Use that one.
Do not create a new one.
Wrap your form tags around that.

assign "https://www.freecatphotoapp.com/submit-cat-photo" to the action attribute of the form element.

It looks like you did that part right.
You just need to do in the right place like I showed you earlier.
