You don’t need any form tag here at top.

And this form tag should have the action attribute.

The exercise is asking you to create a form element and place an input field inside of it, like this:

<input type="text" placeholder="cat photo URL">
</form>

The form action will take you to the link you specified, as soon as you click a submit button.

Here’s a complete example, copy and paste it into your editor to see the result:
