It’s against the ToS and they essentially revoked API access unless you pay 
, so this is a non-starter.
There were, up until a few months ago, loads of applications doing what you describe, applications that worked. There are now none, due to the described changes.
Given that what you’re trying to do is forbidden by the Twitter ToS, the only possible answer that can be given on this forum is no.
