Step 14:

Add a target attribute with the value _blank to the anchor (a ) element’s opening tag, so that the link opens in a new tab.

Another good skill to start working on is using Google. You can put the key words from this question into Google and get results with links to sites like W3Schools, Mozilla Developer Network and CSS Tricks. They all have information that will help you complete this step.
