Next time you create a post, try explaining your issue.
You target is an attribute that goes in your a element opening tag. Your _blank is the attribute, therefore you need to add an = and wrap your value in quotation marks.
So delete your <target_blank > and hen in your a element opening tag, add the target attribute with the value of _blank
Example: <a href="#" target="_self">
