But I have already done that earlier

You added brand new text saying terms-and-conditions and turned that into a link instead of turning the words that were already there into a link.

No, you have not done that.

This text right here does not have an anchor element. You added brand new text here instead:

This is the wrong place to put the anchor element. You cannot put it inside of the label tag.
