Submitting the form with an option selected would not send a useful value to the server. As such, each attribute. Without which, the text content of the option needs to be given a value will be submitted to the server.option, and the subsequent Give the first option a value of ""option elements value attributes from 1 to 4.

similar to creating a class attribute, you are being asked to create a value attribute for each option … the first option is “” and the following options are 1,2,3 and 4 respectively…
the server will now receive the value (1,2,3 or 4) of whichever option the user selected. If these values weren’t attributed the the actual text of the option would be sent to the server to process.
