You should use let to declare a cities variable.
what is wrong in my code …

Your code so far

let character = 'Hello';
let count = 8;
let rows = ["Naomi", "Quincy", "CamperChan"];

// User Editable Region

let cities = ["London", "New York", "Mumbai"];
console.log(cities);
cities[cities.length-1] = "Mexico City";
console.log(cities);

You should use let to declare a cities variable.

// User Editable Region

console.log=(cities);
cities=[cities.length-1]
console.log(rows);
