Navbar not collapsing

I’m having a problem; once I go mobile the nav-bar doesn’t collapse. I wrote the code in Sublime so the JS is at the bottom, I forgot to switch it in Codepen. I have tried damn near everything I could think of, I’m hoping someone here can see what I can’t.

Bootstrap offers libraries for not only css, but javascript as well. Are you importing their js?

I did. I just redid it and it is collapsing the only thing I can figure that I was doing wrong was the navbar-default wasn’t in one of the first lines
