im having a hard time understanding where to put the field-set elements.

I would reset the lesson.

The lesson wants you to create a new fieldset underneath the first one.

Here is the first one

Create a second one underneath it.
You don’t need to put anything in it yet.
Just create the opening and closing fieldset tags.
