Trouble getting my text to overlay on my background?

If anyone can help me with this issue I would very much appreciate it.

I can seem to get anything over my background image. Im not sure if its the way I set it up in the css but I have plenty of notes to help you locate things.

If I understand you correctly, you want text ‘Hello World’ go on top of the image, if that’s the case then you have to set the position to absolute on the ‘Hello World’ tag and use ‘left’ and ‘right’ to move it around.
