Why are my scatter circles on the top left and not on the chart?

Hi all!

I followed the code in the challenges + the code I used for my bar chart and for some reason the scatter plot circles do not appear in the right place.

Do you know why this may be?

Also, why is my x-axis showing years written as .994, .002, .014 instead of 1994, 2002, 2014?
