I am literally having trouble starting my personal page from scratch!

Just start. You can build on it later. It doesn’t need to be nice or complete. In fact, you probably don’t have a portfolio yet. I would start with making a simple navigation bar and a heading. Maybe a nice picture of you, not too big. Tell us who you are, what your goals are, what you are currently doing to learn web development. Play with colors, find a palette that you like. As you keep learning you can work on your portfolio page. Have fun!
