How UI design tools like Figma, can help web designers/developers?
Can they export to Html, CSS, and bootstrap?

In my experience they are mostly used to create reference documents. The design of a page, feature, etc is made ahead of time (either by designers or developers). Then when developers are writing the actual code they reference those design documents.
