I haven’t used Bootstrap to ever build a web page and I’m totally lost on where to start and how to proceed from there.
Can anyone offer any suggestions of where to start?

bootstrap isn’t required, start with some simple html, put a picture up there, with a title and maybe a paragraph or something, …then maybe ask google how to center a picture with css or bootstrap whatever you want to use.
