parseInt Function with a Radix

Hi Everyone, can someone please point me to a resource that explains how the Radix works? I’d like to understand how/why the radix of two below converts the string to 3. Thanks!

this is a math concept.
A radix of 2 means the number 11 is to be interpreted in binary format.
