Dose anyone have a Idea why an individual would need one, also windows tells you how to set this up but say’s nothing about having a service as a requirement to do so.

Yeah, that pretty much answers my question, pay for the service if you really need it. Thx for your input.
There are free proxies and VPNs you can use.
But you don’t really need them unless your scraping is getting you blocked, or you are trying to circumvent potential blocking by rotating IPs.
