This is a PSD, how easy can you code that in html, css, js.
I have not developed a web that has good designs, how can you implement the designs in your web,

How easy it is, is relative to the person coding it. If you have never coded anything before it will be close to impossible. It’s not exactly a simple layout (not that’s it super complex or anything).

Also, what do you mean how? You write HTML, CSS, and maybe some JS, that’s now.
