Your question is a little vague so we are unsure what you are struggling with.
If you could provide more information than that would be great. 
this is the first project from the web design courses. Your task is to make a simple web page, which purpose is as a tribute page. There is an example page which you can check to get a better idea what it looks like. You could look here over the forums, where people have posted their own tribute page projects for more ideas.
The user stories, listed in the project resume are the criteria you must meet, in order for your project to be approved.
There are various ways to build your project/page, most newbie user friendly being the codepen platform. You will have to get familiar with the platform, in order to use it.
