Can I skip “Responsive Web Design Certification.” and go straight to “JavaScript Algorithms and Data Structures Certification.”? Or is fundamental to learn the first one first?

Welcome to the FCC forum.
I think you need to go through the first lessons as it is the base of web development. I recommend you to go through the first lesson and then jump into javascript and etc…
The first lesson is based on HTML and CSS. I will take only some 3 to 5 days to go if you know a little bit about web development then easy. If you are a total beginner then it may take 7-10 days to complete the whole lesson only but not the project. Projects may take 2-4 for one project you have five projects.
So it is in your hand to choose we way to go
by going to basics or jump into the core.

you need the Responsive Web Design before going through Front-End Libraries
But Responsive Web Design cert and the JavaScript cert are independent from each other.
Still, it is recommended you start from the top and do them in order, this is not mandatory tho
