There are so many website no code tool like WIX 、Webflow now, do I still need to master or even learning on HTML and CSS ?

If you’re looking to get into professional programming, yes. If you’re looking to solve a particular problem, you can learn a particular language that will solve your problem.

There are some nice videos on this topic, search "difference between web development and wordpress " in YT.

If you wish to pursue web / mobile developer career path then learning HTML and CSS is must.

If your goal is just to create a website, then go ahead and use a website builder. If you want to become a web developer, then you need to know HTML and CSS.
