I see HTML as a lump of clay and JS as the hands that mold it into a work of art 
I see HTML as a lump of clay and JS as a bunch of string and wires sticking out of it in a godawful tangled mess with the intention of making it move around and do stuff it wouldn’t normally do.
HTML5 can take care of business without JavaScript should the need arise.
