Hello finished some html and css courses and I want to go further so the question is should i learn libraries(bootstrap) first or JS?

What do you want to learn?
You can follow the freecodecamp curriculum if you want, that after html and css will go to JavaScript.
If you want to make your page interactive, you need JavaScript.
If you want to learn a different way in which you can style your page, you can go with bootstrap.
